Then one of two things could be happening.
Either you are not warming the mouse enough
Or it has never seen f/t

If its never aren't f/t what should I do to Switch him over

That hide looks really large for something eating hopper mice. Remember the hides should be tight fitting. This will reduce stress and could help a lot.

At that weight, I personally, wouldnt worry about switching till you get some size on it. Get a live hopper and see if he takes it. Thats just me though.
