Oh my gosh...Low wattage Ceramic heat emitters are great for supplemental heat when using an aquarium (under tank heat is still necessary) but NOT inside the enclosure. Putting one on top of the screen top is ok but OMG I can not believe this person would put it within reach of the poor snake.
