Is your enclosure a glass 20G long tank? If so, you may want to consider covering 2/3 - 3/4 of the screen top with tin foil or acrylic to help hold heat in (and it should help humidity too).
I use digital probes to monitor the temps on the glass under the substrate where the UTHs are. Following the suggestions of the other members here, I picked an IR temp gun to check the surface temps of the substrate.
In terms of thermoregulating, it may be hard to tell how much he's going back forth without monitoring his behavior around the clock. My guy goes back forth once a day most of the time but there are times he favors one side over the other. I've read that if you have different hides for each side they may favor the one they feel more secure in.

Ya I have identical hides.. I'm gunna try new batteries in my thermometers bc my glass temp is 94 and I switchd to paper towels and the top of the towels will not get highr than 80.. I only have 1 layr of paper.. idk wat to do.. I feel like I'm changing his cage toooo much to often.. I think he's stressd.. last sat. was thw 1st time he's eaten in 3 weeks and I feed him evry sat night.. I've tried 4 different substrates and idk wat to do.. I'm gunna try changen batteries and possibly get new heating pads.. I've removed them once from tank but was extremely careful on no creasing or tension.. worth a shot.. I dont have the $. But my pet is more important than certain bills or food.. ill manage to make sure he's good..

Its a 30 gallon long. And I have a lil more then 3/4 covered.. ambients are fine.. its just surface temps..
