20 gallons is considered the minimum for adult corns. You can always go bigger if you want, but 20 gallons is generally fine for an adult. Garter snakes stay smaller generally. The males are smaller than females but you could definitely keep an adult female in a 20 long.

I have kings as well but my milks seem way friendlier.

The person isn't willing to put a few extra in on a bigger tank for a bigger snake; I doubt they can dish out $1200+ for a scaleless anything XD
