Thanks for the help everyone, I scheduled an appointment with a vet. And I'm making the trek tomorrow.

Omg, this is seriously one of the worst cases of scale rot or burn I've seen in a looong time. It looks like it could be both and to me, it looks like it is infected. Your neighbor is extremely lucky that they do not live next to me and that that is not my snake. What I would say to them is far too graphic for the forum pages, but you get the point. Also, if they were unwilling to pay this vet bill I would have NO problem at all taking them to civil court. They may have killed this snake if you had gotten home any later. Tell them to put their hand on a hot stove if they feel no sympathy for this poor baby. Anyways, glad you got a vet appointment. Neosporin and betadine until then. You can actually soak him in a luke warm betadine solution for about 20 mins. 1 part betadine, 10-15 parts water. Just make sure he doesnt drink it or put his head/mouth/eyes underwater. The blackened parts look like dying tissue, which makes me think burn because scale rot doesn't happen like that overnight. A burn could though.

Switch your snake to paper towels after you thoroughly disinfect the enclosure. Clean his hides, water bowl, etc. so bacteria has a less chance of getting to him. Don't touch him without gloves, and try not to touch him at all. Leave him be to heal. Stress will make this worse.
Soak him in betadine--I find it cheapest at Walmart, for around 9$. Everywhere else it was 14$ or more, but if price isn't a problem, check at any drugstore--Rite Aid, Walgreens, etc.
I usually measure the betadine by appearance. Put the water in a tub, add and mix betadine until it is the color of iced tea. I put the snake in a tub of regular water first since they like to drink the water, and I'll let them sit in it for a while so they can drink, then switch them to the betadine/water tub.
He probably won't eat until after he sheds.
