That lack of action is not ethical, moral, or legal. Taking a sick or injured pet to the vet isn't optional. It's required by law. If you cannot afford it, then what you need to do is surrender your pet to a rescue or shelter that CAN get it medical treatment. Selfishly keeping it until it dies doesn't show any sort of love or regard.
Many people don't seem to understand that if you can't afford the vet--you can't afford the pet.
I absolutely agree, and get very angry at people with this attitude. I understand not having thousands at your disposal for major pet emergencies, but you should at least have a backup plan - and enough to cover reasonable vet emergencies or visits. I'm pretty broke these days, but still took my cat & dog to the vet for fleas/tapeworms recently... they were suffering, and it was my responsibility to handle that asap. I had to cut back on groceries for myself that month, but that's a sacrifice we make when caring for animals. I used to have the following quote in my signature - "The kind man feeds his beast before sitting down to dinner" - and it's a philosophy I believe in 100%.
