You do not have to be a licensed business in order to ship via FedEx, but you do have to go through the process to acquire the waiver no matter what you call yourself. And then it doesn't matter what UPS does or doesn't do. :gj:

I'm not a registered company - but to comply with the legal waiver, you can only ship business to business. So - when you sell to someone, you either have to ship to their job, or to their closest hub.
The process to get certified is very easy and pain free - or it was for me. I'm not a certified company, although I do have a website name and signed up for my account under that name, but it's not necessary as long as you drop off the package at a local hub.
I am not a volume shipper and I told my account rep that I wasn't, and he still negotiated a rate for me that was less than either SYR or RE were offering. At the time that I got certified, both sites still had their quote system up and I sent my rep links to both of them and he was able to see their rates vs. my rate when I signed up for my account and he got a lower rate approved for me.
The terms of my rates are that I have to keep my rates confidential (my discount rate), but it's simply a matter of building a relationship with your rep (a phone call when you first register and simply chatting with them goes a long way), and then simply asking them what they can do for you.
I explained to my rep that my shipping would be cyclical with the bulk of my shipping occurring the last half of most years.

I was one of those who was a bit intimidated by what I thought was going to be a difficult process, but it was pretty seamless and easy for me. It helped that my rep is the bomb too though! LOL
