Yes, he has been having a bad shed. I think it's because of the lack of humidity. I'm having a really hard time keeping the humidity above 30% (I live in a desert). His enclosure is 73"X26"X26". Four of the six sides are wood, the front is glass (or clear plastic?) and the top is wood with three large cutouts that have aluminum mesh for the use of my heat lamp. He has two water bowls, one under-ish the heat lamp (trying to up the humidity) and a very large corner bowl on the "cool-side" of his tank. he only has one hide right now (pictured above), two branches that go across his tank at an angle for climbing (and i thought the fake leaves might help with the humidity), and his "bedding" is the zoo med Eco carpet. (the cage was just too big to keep using the bark). I spray his cage multiple times a day, but the humidity never stays up. Luckily we have a swamp-cooler so the humidity never goes below 30%, but i know that's not good enough for him. :/ I have giving him two baths so far but he doesn't really like it, each time he just try's to rest awkwardly on the faucet. (I know he was never given a bath previously). The only part of his shed that is left is on the top of his head, but hes really head shy and i don't want to give him any more stress.
Here is a pic of the cage from two weeks ago. This pic doesn't have his second water bowl, the branches, or the heat lamp. (poor teen paying own way through college, iv been buying these things bit by bit..) but i figure it will help with getting an over all idea of his cage.

I know i need to get some sort of temp/humidity regulator. My next step for the humidity problem is to try and foil two of the screen tops. I just want him to be healthy and happy. When i got him his cage was vertical ans he had a small water bowl (the one in the pic) and a heat rock. The heat rock is still in there but it is unplugged because i know that can hurt him. The rock is just kinda rough (but not enough to hurt him) so i left it for his shedding issue...
And regarding "getting another BP"...lol. I would LOVE to. I am actually really interested in breeding. But its just not financially acceptable for me right now. Currently my main concern is to become knowledgeable and giving Oliver the home he deserves. But, in the future I definitely want to breed a little. The BPs captivated me from the start and I fell for Oliver when i first saw him.....and then i discovered something....MORPHS! Seeing as how I have always loved animals and how captivated I was by Oliver and then the entire genetics aspect of the BP morphs (in school to get a PhD in genetics)....well there is no turning back for me. :P
And thank you all for the welcomes! :D
