The ambient temperature is the air temperature.

The temperatures your looking for in an enclosure is

    78ish on the cool end
    86ish on the warm end
90ish on the hot spot (no hotter than 95)

The thermometer with probe is essential because it will tell you the air temperature with the box and the hot spot on the uth with the probe :)

With my basking light the warm side gets to 90 which is shining on the hot spot, but now when i get the thermostat im not going to use the lamp i will only use the heat pad but that oly gets the warm sides air about 82 mainly the whole tank is 80 then the hot spot will be about 93 what should i do. Would it be okay to just have the air be 80 then the hot spot 93 i would onlu use the basking light for winter and is it okay to use this t-stat -http://www.petsmart.com/product/index.jsp?productId=2752604

    Repti-temps are ok for a cheap t-stat.

As long as the cool end is over 75 and you have a hot spot of 90-92 then you should be ok.
IMO even over head lights need to be controlled by a thermostat or at least a rheostat.
