    yea its safe to download, and its free. theres also portable versions of it available for download, now only if photoshop would jump on the band wagon. but i think with their license agreements that would never happen :(

    here's the portable versions of GIMP, they load via removable drives, such as flashdrive, ipod/mp3 players, external hard drives etc... any type of removable storage.

    that effect can be gotten when the pic is taken.. With control of the apeture on the cam you can get pretty much the same effect.

    See how everything behind my finger is blured.. that's cause I used a bigger apeture
