    type in "animal friendly colleges" into google. I don't know about snakes, but a lot of colleges are looking into more animal-friendly dorms. Due to several reasons I'm at a nearby community college for my first two years, but I plan on staying off-campus. If worse comes to worse though, my mom is willing to watch my animals for a while. :)

    I got my frist snake during my last semester in the dorms. Hiding one snake is not hard at all. My dorm rules were pretty strict and we had to hide basically everything. Candles, rice cookers, microwaves. So hiding a small snake in a tub wasn't really a big deal.

    If you plan on getting a few herps though, I would opt to commute or live off campus. Dorm life is kind of "meh" anyway. :)
