1300 grams is on the "small" end for those who like to follow the "nice round number of 1500g" rule. That shouldn't be the issue.
She's a 2006, so she should be at least 3 years old already unless she was born in the last weeks of '06. Age shouldn't be an issue.
I know that's not much help, but I think it's good to at least check off what ISN'T an issue to narrow down the possibilities.
Sometimes an animal just isn't willing because they're finicky. Each animal is different as I'm sure you know. I hope you get a lock out of her so I'll keep my fingers crossed for you.

Just curious, what are you feeding? This probably has nothing to do with your female, but adult BPs for me all get small or medium rats, with smalls usually being 50-60g and meds around double that, but with more variation.

Adult females get sm rats about 50-80 grams. If you add say 3 meals at 150-240 grams of food about a good part of that will become poop.

She may breed later on. Many of my ball pythons are breeding now but many aren't. Some seem to breed later in "the season". I would suggest putting a male in with her once a week or so and see what happens. I have males that do the same thing, some breed early some won't start until later on. Last year my first clutch was layed in March and the last one was in October.

She's fine she's an 06 it's near enough to 2010 that even if she was born late '06 she is still a 3 year old female. Some just don't get big.

Maybe it's a little too early, try again mid January. Maybe she's not ready this year.
Also, maybe they locked up when you weren't around.

Give all of those a chance with throwing a male in with her.

I wouldn't put a normal male with her(IMO) unless a het albino clutch is fine with you.
I would stick to just the albino and cycle 3 on 3 off and just keep pairing that pair till they figure it out.

Brandon's a sly li'l devil. In case that doesn't work, mainbutter also gives good advice. Sometimes we open the window when it's raining, but we're in South Carolina.
If these are proven breeder males that you're using, then you know the female is just not putting out the right pheromones at this time. If you have a female who is breeding, try taking one of her sheds and putting it in the non-breeding female's enclosure. That might stimulate a male, and that might stimulate her as well. Although, the reliability of this trick is speculative. Male sheds are reported to work better because that gets the breeding male's competition hairs up. Again, something we've heard from other breeders, but no hard and fast data.
