Any animal of any species that is not native to the country the animal is in would be considered exotic.
Budgies are from Austrailia.
Tropical fish are from around the world.
Note it is real cute how the SPCA, HSUS and PETA always show pics of lions , tigers or other ferocious animals when they talk about exotics.

By that logic, MOST animals kept as pets are exotic. Even most breeds of dog and cat.
