I know that home depot carries a more updated version of the accurite. Reads indoor/outdoor temp and humidity just like the old one.
If you are using heat tape (flexwatt) then the floor surface is getting WAY to hot. Probably around 120*F. Above 100* is enough to burn.
I would just continue using neosporin (without pain reliever) applying it every other day or so.
Your best bet is to take the animal to the vet to get a proper diagnosis and the right antibiotic.

Human heater? Like a heating pad from Walgreen's? --Watch out, those might be more dangerous than the UTH. I've heard stories of dog warmed by heating pads while under anesthesia experiencing necrosis of the skin afterwards.
Do you have a screen on top of your tank? Can you do overhead heating, with a heat lamp on top of the screen (out of reach of the snake)? That's probably the safest--reptiles are generally better at judging too much heat coming from above than from below.

I agree with the above statement about human heating pads -- avoid them or use with a thermostat as you would other reptile heating devices.
I would get snakey to the vet ASAP.
