You will not maintain an accurate temperature with a mini stat. As stated above you need a pulse proportional thermostat, preferably a Habistat one but a Microclimate one will do. These will keep the temperature accurate to about one degree.

thats what an on/off type of thermostat is supposed to do.
when it turns off the temp will drop. till it hits the temp the thermostat will turn on at.
