Exporting to Canada, CITES from canada?

Me and my Friend have an exporting license. and all the needed paperwork to bring ball pythons over the border,

Our issue being that we are unable to fill out cites paperwork from canada to come down and pick the snakes up.
This usually means I am stuck having to bet on a breeder in the usa to get the cites done etc. Some times we like to order from multiple sources. And this makes it very hard to do.

Does anyone know if there is a way for a Canadian to be able to purchase and export snakes from USA to Canada? I've been trying to figure this out. I basicly want to find a way to resell to Canada.

I had thought about setting up and addresse in the usa, and just writing the cites paperwork from there. than bringing them over. But figure that's pretty shaddy and could run more trouble than I like.

Any thoughts? We bring over 40+ twice a year, and hate getting stuck picking one breeder, dropping a down payment and than having to hope/wait for them to get the CITES. Last year it took us damn near 9 months from start to finish :(
