Anyone know what kind of bug this is?

This bug was on my sunflower outside and I can't figure out what on earth it is. I live in Iowa and I was only able to find one other picture of one on the net and the photographer didn't know what it was either. It's so pretty!

It could fly.....don't know if that helps.

i would say Homoptera Cicadellidae Leafhoppers. closest looking i found and they are in iowa.
