It's a Schneider's skink.
The person who posted this vid on youtube has another vid in which her other skink likes to walk the wheel too. I guess this particular type of lizard just enjoys it.

Thats funny. Well I guess when your in a tiny glass tank your whole life then you find ways to keep yourself entertained.
