Not quite, a cinnamon pastel is a co-dom mutation and a pewter is a cross between a regular pastel and either a cinnamon pastel or a black pastel

Cinnamon pastel, or Cinnamon for short, are the same thing.
Jungle pastel, or pastel for short, are the same thing.

And as stated a pewter is a cross between a cinnamon (cinnamon pastel) and a jungle pastel (pastel) or a black pastel. if the cross is between the cinnamon and pastel, the resulting pewters are usually referred to as Black Pewters to help distinguish the parentage.
