whenever you think it needs it. i think of it like changing your bed sheets. when theyre dirty you change them. but some people change them weekly or monthly.
when mine poop or pee i spot clean. but i use aspen or cyprus bark. if you use newspaper or papertowels you have to change everytime they poop or pee.
i wouldnt go more than every 2 or 3 months with out changing it as long as you keep it clean ie no shed poop or pee.
