World's Possible smallest king snake

Looking on the Craigslist on Tuesday, ended with a meeting with a nice young man looking to rehome/sell two snakes.
One, he sent me a pic of it, and said the snake was 2 yrs old. It was a runt, and was very very tiny.
He doesn't act like a hatchling although he is about as big as one.
I haven't sexed it yet.. but am calling it a "he"...

That is a two year old snake?

I am really having trouble wrapping my head around that. He looks like a hatchling.
