"spreading reputation"

so, i just tried adding to someone's rep but it wouldn't let me. said "you must spread the reputation around before giving to _____ again" or something to that effect... is there like a time limit like you can't give the same person rep points more than once in so many days? or you have to add to a certain amount of other people's reps first? how does it work?

You have to pass out reputation to 12 other people before you can hit the same person again. It helps prevent folks from just hitting the same person (such as their best bud or something :P ) over and over again.
