What is the best way to monitor temps in a rack system? multiple digital therms/hygros? + how do you control temps 1 or more thermostats?

In my set-up, i use heatcables and a thermostat. I monitor my heat and humidity in the upper, lower and middle tub with thermo/hygro meters. I control my temps with the thermostat right on top of my substrate, if this is what you mean. I hope i answered your question.

do you have a pic of you setup, how many thermostats do you use?

If all enclosures are the same size and heating requirements are the same, you can use 1 thermostat. Just be sure not to go over the max wattage

This is my rack. I use heatcables at the left side. These are controlled by one thermostat. The ambient temp in my room is 78.

Yes, this is the temp on my cool side, it could be a little warmer. I use some simple thermometers inside the tubs and one outside the tubs, to measure the temp in my room.
