I might not make the whole thing out of melamine, simply because its hard to get it in the right sizes. And when it gets cut, the interior of the particle board gets exposed ... and it doesn't look nice. So I'm thinking making it out of ponderosa pine and painting the whole thing.

What paint brand/type would you recommend that is thermal resistant, water resistant and (most importantly) safe for my snake?

Which is why Home Depot or Lowe's or whatever hardware store carries these little iron-on strips that cover those exposed cuts :) It's very easy and makes it look nice.

I'm making my two racks out of the 3/4" melamine covered particle board. Getting the HD people to measure everything out for me and have it all cut. Then I can just pre-drill and put it all together without having to cut anything.

HD people will even measure evrything out? Like get all of your dimensions if you bring in a tub? I never knew that.

I don't know if they'd go that far, but they have a contractors' desk and they did say they could help me if I brought in plans of how I wanted it to look and the tub measurements, etc. Nice people, they are :)
