Is this a sign of a burn?
I have him on a che lamp, unfortunately one side of the thermostat broke, so one side is ambient temp, ranging from 73-76f, I will get one Saturday, I get paid tomorrow but can't go anywhere due to the snowstorm. The main side ranges from 81-83f, which I know is still a little on the low side, however it feels so hot in there to me, to a point I worry he might be uncomfortable, so I've been trying to keep it as is until I know for sure.

Skin temperature on your hands varies from 90-94F. If something feels 'hot' to you-then it is definitely far too warm for a ball python.
That pink coloration seems pretty even on the underbelly: it usually indicates that the snake is approaching a shed cycle. I would expect a burn to be on the top or side of the snake from the CHE pointing down. Underbelly burns are usually clustered in patches.

81-83F won't burn your snake, but, if it feels hot to you, that indicates that you have temps that are hot enough to burn. How are you measuring your temps? Is it the surface temps that feel hot or the ambient?
I'm a little unclear on how you are heating your enclosure. Do I understand correctly that you are using a CHE to heat the warm side and that the cool side isn't currently being heated due to a failed thermostat? What were you using to heat the cool side, a CHE as well?
