Looks to me like the sheds from both hemipenes stuck together while the sheds were still wet, perhaps with a little blood that turned brown.

Yes, it is. In fact, I once had my snake shed his hemipenes in the processes of peeing and having a bowel movement ON ME in retaliation for giving him a soak. Even after taking off my snake-soiled clothes it took forever to get that smell off my skin...
