Heat tapes don’t come in 10 inches which will be 1/3 of 30 inches so should I go lower in -4 inches all the way around down to six or up to 12

You can buy whatever length you need:

Well here’s my problem I have a 30 inch long cage the Heat tape is only measured in 3 4 6 12 21 however 1/3 is 10in so that my issue. Either go 6 or 12?

I would get the 12" and use 10". So the 12" covers most of the 18" width. It doesn't need to run wall to wall. Then the 10" length will cover 1/3" of the length. You could even go the full foot here if you don't want to cut it.

So essentially, buy one foot of the 12".

That being said, I don't run heat tape. That just seems like what I would do.
