    Sorry to say that is not a healthy snake; from what I can see, it's possibly constipated, but may also be a renal tumor or a massive infection* of some type, so you need to get this snake to an experienced herp vet a.s.a.p. It's a shame that the snake was passed along to others in this condition, instead of the original owner doing right by the animal. (*keep in mind that when snakes have an infection, their pus is mostly solid & cannot drain out, so an abscess can build up that requires surgical removal.) It's hard to tell from the photo angle exactly where the swelling begins & stops with relation to the snake's cloaca, but no matter where it is, please get this snake some qualified help.
