For on/off type, it is pretty typical to turn on once it is 2 degrees below and off once it is 2 degrees high. Probes can be a little slower to read the air and take time to change their own temperature. Plus it doesn't want to come on and off constantly when it is 0.1 below only to turn off very soon after since that's bad for the heating device in most cases.

Probably not. At least not on the warm end. 74 is pretty low for cool end.
I'd probably target 89 as your median temperature for the hot spot, so the swing is 86 to 92. If it is a second device for ambient, I'd aim for 78 as the minimum, it's okay if cool end is 82 or so.
Keep in mind, some folks keep BPs on pure ambient temps and I think they usually use 85 or 86 (anyone who uses it, correct me if I'm wrong.. clearly I don't do it) no hot spot and no cool end. So a bit warmer cool end wouldn't hurt either.

Okay, thank you! It normally doesn’t get down to 74, I’ve only noticed it get that low twice.

It's a bit odd you see a 3 degree plus or minus swing on a jumpstart. I run several of those on UTH and on CHE and get a swing plus or minus only 1 to 2 degrees.
