How many rodents of 1 size should I order for a growing snake?
I would like to order my rodents from Big Cheese Rodent Factory because their facility is close enough to not ship, but they sell their rodents in bundles of 25. The problem is, I doubt it would take 25 weeks for a ball python to upgrade from one sized food to the other.
Should I just buy the (expensive) small packs of rodents from my local pet store? Is there another solution?

Any number of factors can determine the growth rate of your ball python.
I would prefer to have too small prey items available (as opposed to too large) because it is possible for your snake to eat multiples and you have lost less if you get a refusal.
I have noticed that pet stores have gotten better with their prices on frozen rodents in recent years, but, I still consider it robbery. I would order bulk online over buying from a pet store any day of the week.
Just my two cents. :)

I'm not sure what size prey you're looking for, but both Perfect Prey and Layne Labs sell in bulk and in smaller quantities. The rodents are a bit more expensive per rodent if you order a smaller pack, but because you're ordering less it tends to balance out okay.
