What are you heating with? If heat tape, from what all I've read, you would put the probe directly on the heat tape. Set the heat tape to a temp that will translate into the proper temp for the inside of the enclosure. It takes some tinkering, but once it's all set, you won't have to fool with it as much as ambient room temps increase/decrease.

I put the probe directly on the heat tape. But since my tubs are slightly lifted off of the heat tape, I have to set the thermostat a bit higher than 95. It is not really a problem since i have a temp gun to make sure the enclosure floor temp is 94 all the time...which it is :)

Ditto what Daniel and Ken said.

When you put the probe on the heat tape, make sure you bury it with duct tape! ... I cover it so that no outside air can touch it. ;)

    Good luck.

So I right now I have the probes on top of the newspaper. So I should put the probes under the tub and on top of the flexwatt.

Flexwatt is the same temperature on both sides, I would not sandwhich the probe between the flexwatt and the enclosure.

So I should just leave the probes in the enclosure like they are.

If that's what works for you.

Ok, I moved the probes under the newspaper, and got the right temps, but when I put the probes for the thermometers on top I got different readings, but the thermometer probes wont stay put, should I go with the thermastat probe temps.
