From a gal's viewpoint also...;) Keep your options open, & keep looking...it may not be as 'mutual' as you think, so don't waste your time waiting or being
"too available". Be honest with yourself about all the possible reasons he didn't respond.

He straight up told me he likes me multiple times and always reminds me when I forget, but he won't respond to me which is unusual for him (he's a really sweet guy and a good friend)
