Heat tape Hot spots?

    Heat tape Hot spots?
    Recently got a new rack system and I have noticed that the heat tape is heating VERY unevenly my top part of the tape heats very poorly.

    The top section which is furthest from the power inlet is a whopping 84 on the hot side of my tubs while the tap itself seems to read okay with a temp gun. It not very...Conductive?

    My midsection heats too much the heat tape gets 101 at the bottom of the enclosure.

    I have tried two different thermostats both with the probes at the hot section one being the typical jumpstart and another being the exo-terra dimmer/pulse thermostat with the day/night cycle thing(It was calibrated correctly) I had it on always night because the light sensor got no light being inside the rack.

    Is this bad heat tape, do I need to go buy some of my own?

    The probe was initially on the bottom of the rack next to a premade hole and the inlets for the heat tapes power. But after I noticed the Hot-Spot I decided to move it to the Middle after considering the Hot-Spot and another users input on having even heating thought this might help. It has not seemed to help much.

    Edit: Also thought I put the information in my OP. Guess not...
