Possible Scale Rot? What do I do?

I noticed this bit of yellowish/tan on one of Pockys belly scales a couple weeks ago. It has changed some, getting a bit bigger and looking more irritated. The first time I saw it it had his substrate stuck under it, which easily came out once I gently lifted the scale a bit.
Could this be scale rot?

He also hasn’t eaten in at least 9 weeks either (since I got him), and it’s starting to worry me. He doesn’t seem to be loosing weight or less active though. But I still need to try more things with his food to try to get him to eat.

Tank parameters:
Substrate: Coco fiber/eco earth (dry)
Temp: ambient 77-80 degrees with a heat pad set at 90
Humidity: 50-70% (I only mist the top of his hides)

You do nothing aside from making sure it does not get worse which mean clean enclosure and no damp substrate, this is minor and will clear with the next shed.

On another note try to keep humidity around 50% because 70% is really high especially if it's constant.

As far as not eating for you it maybe a concern if the animal is an hatchling because while they can go a while without eating and young hatchling should not as it quickly become a vicious circle.

How much does he weigh?
