    Is this just stuck shed? Or something worse?

    At least we know what kind of clothing he's been looking at only :)

    I'm pretty sure it will be a bit of retained skin ... you can let the snake slither in the middle of a very damp , rough textured towel for a while ... when his head pops out just gently cover it up with the towel again ..

    Any stubborn skin will come off on the towel ..

    You could even soak the snake for 20 minutes beforehand but that suggestion gets a mixed reaction in here sometimes.
