VE-2 Rack System Questions

Thinking about switching to a small rack system, but im not familiar with them at all.

besides thermostat and the tubs, is there anything else needed? Is the shelf itself the actual "heater" or does this require buying the heat tape as well?

yeah i read it, i just wanted to make sure i read it right. I mean the only dumb question is the one not asked....

They look pretty nice, just need a good thermostat, and it is pretty much ready to go.
