Bulb too high wattage?

I have a heat lamp and a UTH for my ball python the bulb is 100 watts when I don't have the heat lamp on the ambient temperature gets too low but when I have it on, the top of the hide on the warm side gets between 100-110 degrees Fahrenheit should I get a bulb with less wattage? I don't normally see him on top of his hide but he does occasionally go on top.

Is your bulb regulated by a thermostat? or at least a rheostat (aka dimmer switch)??

No only the UTH is regulated by a thermostat should I look into one of the above?

Yeah, all heat sources should be regulated. Not only for the safety of the animal, but also to regulate your temps and eliminate the issue you are having.

Which one do you think would be better for a heat lamp a thermostat or a rheostat?

A thermostat will allow you to set a temp and the bulb will keep the temp in that general area. A rheostat will basically top off the power that the bulb emits, which means it won't heat higher than the setting you set it to, but won't keep as consistent a temp as the thermostat.
