Ball python will not eat

I have had the ball python for about 3 weeks the guy i got him from said he eats like a champ but for me this doesn't seem like the case the temps are what they should be , he has fresh water everyday and the viv isnt too small. Its kinda getting be down i bought him so i can look after him but seems to be failing

1. What are the temps and how are you measuring and regulating them?
2. What kind of enclosure is he in?
3. What kinds of hides does he have?
4. What food are you offering? Is it what the previous owner fed him?
5. How often do you hold him?
6. What kind of enclosure was he in before you got him?
7. How big is the snake (weight)?
