Freedom Breeder Rack Question

Hello All,

I recently got a freedom breeder rack with the bus boy tubs.... It came with 5' heat panels and I Just got it set up yesterday. The issue I am having is with the heat panels themselves. Ive applied the probe on my thermostat to the heat tape under the panel and set it to the desired temperature. The tape has no problem heating up to the temp and does so quite quickly. My issue is the top of the panel on the opposite side of the tape is running 10-14 degrees less than the tape and the thermostat set temps. Anyone familiar with the freedom breeder setup have an idea? Id rather not have to set the temps to 102 to get my hotspot to 90-92 and I am pretty confident the tape is supposed to transfer the heat better on the panel.... Thanks !
