Low white pied?

Hey guys. Saw this boy on Craigslist and just wanted opinions. Is he a low white pied or is there something else going on? Thanks in advance.

Yea he looks awesome. I've yet to purchase an animal off Craigslist but that ringer is just so cool looking I'm gonna have to grab him.
