So sometimes when I put Kaa like really near my face I can hear a teeny tiney little whistling sound as he flicks his tongue. Is this normal??

It could be. Without being there I can't tell you.

If you see no other signs it's probably fine.

Snakes will sometimes click, pop, and whistle when they are starting a shed cycle too.
