I have kept that guy for the past 5 years without a water dish :gj:, so long the substrate is moist enough your frog will do just fine (Eco earth will work). If you provide a water dish clean it daily, they love to poop in their water and since they absorb water through their skin unsanitary water is enemy number one.
Recommended temps are usually about 80/85 degrees daytime, night 75/80..............mine is kept as 75 cool side in the winder with a hot spot at 85 and 85 ambient during the summer (no hot spot). I have it in the snake room in my colubrid rack.

I haven't had a pacman but just wanted to add that eco earth is what I used for the land portion of my fire belly setup. It seemed to work well :)
