Heating issues?

I picked up a 150watt exo terra heating element as well as the proper dome and the little stand to hook it onto. Even though only have a 20 gal tank it's Canada and winters are harsh. I have the lap attached to a thermostat so everything is monitored.
There is currently no one in the tank.
I plugged it in and let it run for a few hours to make sure everything is working ok and to adjust the thermostat to make sure everything is set for when I pick up my bp.
Problem is, I came back to find the temperature barely making it to 75 f on what is supposed to be the hot end and the glass is cold. But the room isn't cold.
I tried lowering the lamp to it is only cm's away from the screen and there is a towel laid over the rest of the screen top to help seal in the warmth. I'm waiting to see if that helps. However there is still the problem of the cold glass.
Is there anything else I can do to raise the temperature or insulate the tank glass to help it from getting cold?

[I can not use a Uth because my tank sits on an antique dresser]

Where is the thermostat probe located?
Are we talking about a red light or a ceramic heat emitter?

Ceramic heat emitter and the probe sits on top of the reptile carpet currently in there, almost directly under the lamp

What would be the best way to attack it to the glass?

Double stick tape

Put these (or something similar)on the corners of the tank and then u can use a UTH. You can pick them up at any hardware store for less then two bucks. Hope this helps[emoji106]
