I already have an adult rack that fits 6 41qt bins or 12 28qt bins or a combo of the two but what do i require for babies?

Incubator, egg tubs, substrate, hatchling rack, etc... What kinds of things are you looking for suggestions on? These are straight forward and pretty self-intuitive, IMO.

Not having done babies myself, here is what I'm planning for tubs:
    - Vision V-18 (up to 400 grams - can go twice that if needed)
    - Vision V-28 (up to 1500 grams - adult males)
    - Vision V-70 (over 1500 grams - adult females)

I do know that some skip the middle size and go straight from hatchling tubs to adult tubs.

Again it all depends on snake, some can go straight to a 28/41qt tub thats clutterd but having a hatchling rack is always just good, I'v ordered a few levels of the ARS hatchling to replace my melamine one, It just makes feeding less stressful...well for US not the snake =P
