Rough Belly Scales - Scale Rot?

I was unsure of which section to post this, but am hoping you guys can help me out.
Some areas of my BPs belly are rough and look kind of brown around the edges. The substrate is a mixture of cypress mulch and coco husk and we have some issues keeping the humidity up, so it's usually around 30% and the highest it's ever at is 60%. I never leave poops/urates in there either, so the chances of her getting scale rot seem a bit low to me, but I'm not sure what else it could be. Any opinions/suggestions are welcome and if it does look like scale rot, how do I treat it before it gets worse? Thanks.
