When did he last shed? And how's his humidity?

His last shed was about 3-4 weeks ago. Humidity has not been ideal, but tinkering is making it better.

Humidity has been in the 30s, and seems better with the moss. Is this dry skin?

He could be going into shed, it's a bit of a quick cycle to shed again after 3-4 weeks, but not abnormal. And there's nothing wrong with lots of questions, questions are good. :D

Oliver's eyes are clouding, so he's on his way to being In Blue.
