    Using cardbord on top of heating pad/tape? Need answered quick!
    Is the safe or would that be a fire hazard?

    Is the heating pad being regulated by a thermostat?

    What is the purpose of the cardboard?

    Generally speaking I wouldn't recommend putting anything flammable in contact with a heat source.

    Rug in the enclosure? Why not place the heat source outside of the enclosure?
    If you mean rug below the enclosure it isn't the best solution as cardboard ignites pretty easily compared to other options like wood, metal, glass or even plastics.

    Well heat has a tendency to rise so while a board(there are tons of wood or wood product racks safely in use) will work in event of a catastrophic failure non-flammable items would be an even better choice. Realistocally though before that becomes a huge issue your tub is already likely on fire. That just gives you a bit more time to get an extinguisher on it.

    If the UTH is being properly regulated by a thermostat you shouldn't have an issue. Cardboard will work short term, but I would look into getting a piece of plywood or something similar to place it on.
