Cresties are wicked easy. And, they have minimal requirements compared to say even a beardie.
Blue tongued skinks are pretty fricken cool though. I don't have any yet but, can see them becoming part of the collection.

I don't know if it really gets an easier than some snakes, they are pretty low maint. How old is your brother? If he doesn't want a snake I'm assuming he is looking at a lizard? What does he consider easy, are you talking husbandry requirements, feeding schedule, ease of handling?

Cresties, leos, beardies, blue tongue skinks... they are pretty easy to care for and are generally docile.

He dosent partiulary like snakes, he is nearly 11 and had an african ygmy hedgehog which took loads of time and care (R.I.P fluffy) so he has loads of time but he is pretty much broke

are you planning on helping him care for it, ensure that it has a proper setup and gets fed. As an 11 year old it would be hard to expect him to be able to go to the store and get food, etc. If he is going to have help than any of the lizards listed would be a good start.

Crested Geckos.
They don't require special heat, lighting, or feeder insects. As long as your house ambient isn't too cold, they do well in room temp.
They can eat a powder+water mushed mixture. Just mist them every few days and they're good to go.

i would help him with going to store… but i would expect him to feed, clean cage...
