Unfortunately true. Even if you could, exporting is generally only done with very expensive animals or large quantities. CITES papers and international shipping is very expensive and takes a long time unless you have master CITES papers.

That's the problem. The ports of exit are Miami, New York,and Los Angeles. The would have to go from Louisiana to one of these states first. According to the law you can file for an exemption, but I haven't heard of anyone doing it yet, the outcome, or what it entails.
