    Cage decision.
So I finally got enough money for a better enclosure. But I wanna hear what others have to say

NPI Cages? And if so. Why. Also, can you use an under tank heater? Or does it have to be flexxwatt tape

    Animal Plastics. Same question above.

Personally I'd go with Animal Plastics. I'm pretty sure you could use an UTH with their tanks, I wouldn't see why not but personally I'd go with flexwatt. UTH's are just bulky and I'm just not a fan of them. They will install the flexwatt for you. If you don't have a ton of money for a top notch thermostat buy a Zilla 11939 temperature controller 1000-watt from Amazon. I use them for my racks and they are just fine. I got mine for 21$. Right now it looks like you can get one for 26$. A lot less than from your local pet stores. Then just buy a thermometer and you should be set. I prefer the Acurite Digital Indoor / Outdoor Thermometer which measures humidity and 2 temperatures as it has a probe. You can get it for like 13$ at Wal-Mart. Animal plastic cages are nice and you can't beat the prices.

NPI cages are nice. The only drawback is they're not really stackable if you add more animals. Animal plastics are great and stackable. I have both and use heat tape with both. I do have ZooMed UTH on the 2 2ft Neodeshas I have and they work fine. My Neodeshas are from their first incarnation in the 90s and are still in good shape, but have yellowed. If you want a display, that may be a consideration too.

Can you use a UTH with the 24 inch stackable NPI?

I've never even seen one in person, they're fairly new. I don't see why not, though, unless they have a double bottom.
